Morning Block

Human Trafficking

Presented by the Austin and Houston Police Departments.  Instructors and course description to follow.

Afternoon Block

1:45 p.m. to 5:15 p.m.

Mexican Cartels and Drug Trafficking Organizations

This course will examine major Mexican drug cartels and their areas of influence, these include the Gulf, La Familia, Sinaloa, Juarez, and Tijuana Cartels

  • The Zetas, and how they were established

  • Discuss the lesser known Kaibiles (Guatemalan Special Forces), and their association with Los Zetas

  • Major figures in each organization, and their allies/enemies

  • Discuss how this violence has spilled over the border, and give examples

            Phoenix home invasion by Zetas

            Shootout between reported Zetas and Richardson, TX police

            Traffic stop/pursuit in Round Rock with reported Zeta associates

            Kidnapping in Austin of MS-13 members by reported Zetas

  • Zetitas/Zetillas (Zeta recruits), these members have been known to include street gang members from Texas

  • Influence of cartels and drug trafficking on Mexican culture, such as the style of music known as "Narcocorridos" (much like gangst rap and hip hop in the U.S.)

  • The culture of the Mexican drug trafficker..(Narco saints - Jesus Malverde & Sante Muerte)

Instructors: Detective Sam Shurley, Austin Police Department

Detective Shurley has 16 years of experience in law enforcement, both with the Austin Police Department and El Paso Police Department.  For the past 3 1/2 years, Detective Shurley has been assigned to the Gang Suppression Unit/Major Crimes Task Force.  Detective Shurley also has experience in patrol, street crimes, street response, and SWAT.

Detective Shurley holds a Masters Degree in Criminal Justice from Texas State University, and is currently a PhD candidate at Texas State University.

Detective Brian M. Jones, Austin Police Department

Detective Jones has 13 years of experience in law enforcement with the Austin Police Department.  For the past 6 1/2 years, Detective Jones has been assigned to the Gang Suppression Unit/Major Crimes Task Force.  Detective Jones also has experience in patrol and street response.

Detective Jones holds a Bachelors Degree from The University of Texas and a Masters Degree in Criminal Justice from Texas State University.
