BTK Serial Killer, Investigation Overview

On March 19, 2004 the Wichita Eagle received a new communication from BTK, postmarked March 17, 2004.  That letter, received by the Wichita Police Department’s Homicide Section on March 22, included photocopies of the driver’s license of Vickie Wegerle and photographs of her bound inside her west Wichita home.  The driver’s license had been missing since Wegerle’s 1986 murder.   Over the next 11 months, BTK would send 11 communications to the Wichita Police Department.

On the day following the receipt of the first communication, March 20, 2004, members of the Wichita Police Department lead by Chief Norman D. Williams, met to begin development of an operations plan to investigate the reemergence of the BTK serial killer.

This presentation will encompass the crime scenes, the early investigation and the task force that ultimately brought the killer to justice. The main emphasis of the presentation will be on the cooperation of several Law enforcement entities coming together to solve this crime.
