BTK Serial Killer, Investigation Overview
On March 19, 2004 the Wichita Eagle received a new
communication from BTK, postmarked March 17, 2004. That
letter, received by the Wichita Police Department’s
Homicide Section on March 22, included photocopies of
the driver’s license of Vickie Wegerle and photographs
of her bound inside her west Wichita home. The driver’s
license had been missing since Wegerle’s 1986 murder.
Over the next 11 months, BTK would send 11
communications to the Wichita Police Department.
On the day following the receipt of the first
communication, March 20, 2004, members of the Wichita
Police Department lead by Chief Norman D. Williams, met
to begin development of an operations plan to
investigate the reemergence of the BTK serial killer.
This presentation will encompass the crime scenes, the
early investigation and the task force that ultimately
brought the killer to justice. The main emphasis of the
presentation will be on the cooperation of several Law
enforcement entities coming together to solve this
crime.

Lt. Ken Landwehr
Joined the police Department in October 1978 Served in
Patrol, Vice, Narcotics, Worked cold case for three
years then Homicide till he was promoted in 1989 to the
rank of Lt. He was a Supervisor in the Forensic lab for
2 years. He became the Commander of Homicide in May 1992
to present. Lt Landwehr has been the supervisor of over
600 homicide investigations. He has a Bachelors Degree
from Wichita State University. He currently teaches at
WSU undergraduate and graduate level courses in homicide
investigation. He has taught Death Investigation through
out Kansas for the past 18 years to law enforcement. He
is the Director of Mid states Homicide Investigators
Association.

for the
Law Enforcement Professional”
The course will cover Managing the LE Image, PIO Day
Planner, Press Releases, and Interviews.

Bryan Carlisle
Bryan Carlisle is the
founder of Crisis Training Solutions (CTS), established
in 2004. CTS provides practical training for crisis
management professionals, as well as lecture and
consultation services to both law enforcement and
private industry. Bryan is the lead instructor of the
Law Enforcement Management Institute of Texas - Basic
and Advanced Public Information Officer Course and New
Chief Development Program - Media Relations course.
During his tenure with the
Montgomery County Sheriff’s Office, Bryan had several
concurrent and rewarding assignments, most notably as a
seasoned Hostage Negotiator. From 1998 to 2005, Bryan
participated as the primary negotiator in the peaceful
resolution of several critical incidents, eventually
rising to the position of Crisis Negotiation Team
Commander, where he oversaw the training, development,
and deployment of ten Negotiators and two technical
specialists assigned to the Special Operations Group.
Currently, Bryan serves as
a Lieutenant for the Shenandoah Police Department.
Leading a dedicated team, Bryan is responsible for
Patrol Operations, Media Relations, Public Information,
Internal Affairs, Property and Evidence, TPCA
Recognition, Training and Mentorship, Recruiting, and
Background Investigations.
Bryan is a graduate of the
237th Session of the FBI National Academy,
and holds memberships in the FBI Law Enforcement
Executive Development Association, Houston Area Police
Chief’s Association, Southeast Texas Child Abduction
Response Team (CART), The Houston/Galveston Regional PIO
Network, the National Information Officers Association
and FBINA Associates, to name a few. He is a graduate
LEMIT’s 61st Leadership Command College,
serves as an Assessor for the TPCA Law Enforcement
Recognition Program, and is completing a Masters degree
in Public Administration.
Bryan lives in Tomball, Texas with his wife Dayren and
sons, Brett and Brandon.
